How are communities faring in the face of cyberattacks?

How do communities respond to cyber attacks? Are they able to adapt? What are their weaknesses and challenges? Find out the essential information about their challenges in the face of hackers.

In 2020, more than 50% of cyberattacks on local authorities (compared to 2019).

30% of local authorities suffered an attack during 2020!

Awareness is late: according to Ifop for the Observatoire des Politiques Publiques, only 33% of territorial civil servants had installed a security program.

The difficulties of implementing cybersecurity can be explained in 3 reasons:

  • Not enough budget

  • Not enough qualified personnel

  • Inequalities between territories

What are the solutions?

The guide “Cybersecurity: all municipalities and inter-municipalities are concerned”, published by the AMF (Association of French Mayors), aims to improve awareness of these issues.

The ANSSI (National Agency for Information Systems Security) has set up an Observatory of Cybersecurity Professions:

    • Enable communities to recruit and train

    • Gather efforts and manage the lack of personnel and skills to implement protection thanks to the collective.

The challenges to be met

The round table of October 28, 2021 on “local authorities facing the challenge of cybersecurity” (senat.fr) made several conclusions:

1. Elected officials and their departments must be made aware of the need for better cybersecurity.

The consequences can be very serious:

  • Disruption of services such as parking lots, water treatment plants, community establishments such as swimming pools, town halls, museums…

  • Theft and/or destruction of data (human, financial, computer)

  • Technical unemployment of the personnel, the stop of paying systems, ransomware…

  • Loss of trust with citizens, anxiety for agents.

2. Strengthen the digital security of communities by using the principle of subsidiarity

That is, assigning protection issues to a higher level. Communities with few resources and skills benefit from better security through mutualization.

The level of intervention may depend on criteria such as the financial support available and the level of technical expertise required.

3. Establish business continuity and recovery plans in the event of a digital crisis

  • With actions to be taken immediately.

  • The reports to be made to organizations such as the CNIL and the ANSSI.

  • The companies to contact to meet the needs.

4. Revaluate the Information Systems Security Manager in some communities according to their size.
